Early career
Mihalcea was born on 24 May 1976 in Slobozia, Romania and began playing football as a child at local club Olimpia. Afterwards, he joined the junior squads of CSȘ Slobozia where he worked with coaches Constantin Prepeliță and Mihai Basarab. At the age of 15, he went to play senior-level football at Andrias Andrășești in the county league for one year. Mihalcea then came back to Slobozia, where for several years he played for Abatorul and Unirea in Divizia C. In the 1995–96 season, he played for Divizia B club Dunărea Călărași.
Dinamo București
In 1996, Mihalcea joined Dinamo București, making his Divizia A debut on 31 July, when coach Marian Bondrea sent him in the 72nd minute to replace Marian Ivan in a 3–0 victory against Gloria Bistrița. He scored his first goal in the competition on 18 August in a 2–1 win over Sportul Studențesc București. Mihalcea made his debut in European competitions by playing in both legs and scoring a goal in the 4–1 aggregate loss to Knattspyrnufélag Reykjavíkur in the first qualifying round of the 1997–98 UEFA Cup. During the 1998–99 season, he was the team's top scorer, netting a career-best 18 goals. In the first half of the 1999–2000 season, Mihalcea was part of an offensive trio alongside Marius Niculae and Adrian Mutu, while also having Ion Vlădoiu as a competitor. Mihalcea was part of Romania's under-21 side that managed a first-ever qualification to a European Championship in 1998, which Romania subsequently hosted. In the final tournament that was composed of eight teams, coach Victor Pițurcă used him in the losses to the Netherlands and Germany, as they finished in last place. Mihalcea played 16 matches for Romania, making his debut on 2 September 1998, when coach Pițurcă sent him in the 70th minute to replace Adrian Ilie in the 7–0 victory against Liechtenstein in the Euro 2000 qualifiers. He made three more appearances during those successful qualifiers, but he was not selected in the squad for the Euro 2000 final tournament. Mihalcea played in a 1–1 draw against Georgia in the 2002 World Cup qualifiers. Afterwards the team reached a play-off where they faced Slovenia and Mihalcea played in the 1–1 draw in the second leg, as his side failed to qualify to the final tournament. He made his last appearance for the national team on 30 April 2003 in a 1–0 friendly win over Lithuania.
Mihalcea started his managerial career in July 2013, at his hometown club Unirea Slobozia, finishing the 2013–14 Liga II season in third place. His tenure at Unirea Slobozia ended in March 2015, and shortly afterwards he was employed by ACS Berceni. Subsequently, from January 2016 to June 2017, Mihalcea coached Dunărea Călărași and then he had two short spells at UTA Arad and Mioveni. He left Mioveni in September 2017 to be the assistant manager of Cosmin Contra at Romania's national team, a position he held until November 2017. Mihalcea had his first coaching experience in the Romanian top-league Liga I when he was named head coach at Dinamo București in March 2020. His first match was a 3–1 loss to Sepsi Sfântu Gheorghe. After managing only a single victory and a draw across seven matches, he was dismissed and replaced by Gheorghe Mulțescu. In December 2020, Mihalcea returned to Unirea Slobozia in the second league, helping the team avoid relegation at the end of the 2020–21 season. In the following season, he managed a sixth-place finish with Unirea. On 7 June 2022, Mihalcea was appointed head coach at first-tier club Chindia Târgoviște on a one-year deal, with an option to extend for a further year. On 20 September, after three months in charge, he was sacked following a defeat to Universitatea Cluj. Afterwards, he took over Gloria Buzău in October 2022, leading the team to reach the promotion/relegation play-off for Liga I, but they were defeated 5–1 on aggregate by UTA…
