Shigeo Sugimoto was born on December 4, 1926, in Kobe, Japan. He pursued his education at Kwansei Gakuin University, where he developed his passion for football, laying the foundation for his future career in the sport.

After graduating, Sugimoto joined Hankyu Railways in 1948, marking the beginning of his professional football journey. He also played for Kwangaku Club, a team composed of players and alumni from his university. During his time with Kwangaku Club, Sugimoto achieved significant success, winning the Emperor's Cup in 1950, 1953, and 1955. His national team career began in March 1951 when he was selected to represent Japan in the 1951 Asian Games, which was the first game for the national team after World War II. Sugimoto made his debut against Iran on March 7, 1951, and went on to play three matches for Japan until 1954.
